January 29 News, regarding whether XRP’s true utility is driven by “regulatory push” or “infrastructure evolution,” the XRP Ledger (XRPL) community is sparking a high-intensity discussion. The clash of different viewpoints is shifting the focus from price to practical implementation paths and regulatory feasibility.

According to reports, community member Alex Cobb believes that U.S. market structure legislation, especially the CLARITY Act, could open up greater opportunities for compliant use of XRP and serve as an important external driver for expanding applications. In his view, policy certainty will enhance institutional participation and provide more stable regulatory expectations for on-chain assets.

On the other hand, Krippenreiter emphasizes that endogenous capabilities are the core. He points out that the on-chain XRPL DEX liquidity of Ripple Payments and the institutional-grade ledger settlement of Ripple Prime already have the capacity to directly serve financial institutions. Compared to relying on regulatory changes, this payment and clearing infrastructure is more practically operational and aligns with Ripple’s previous statements regarding institutional use.

Regulatory issues are also a key focus of the discussion. Lawyer Bill Morgan notes that if regulators obtain XRPL liquidity through public decentralized exchanges, they may face compliance challenges; using the ledger as a “post-trade settlement layer” carries lower risk. In response, Krippenreiter suggests remedies through credential and permission mechanisms.

Notably, the “permissioned domain” amendment of XRPL has received 88.24% validator consensus and is expected to take effect on February 4. This feature is seen as a bridge connecting institutional compliance requirements with on-chain liquidity. At the same time, the demand for privacy capabilities in Ripple Prime has been mentioned multiple times. J. Ayo Akinyele states that institutional adoption depends on whether a balance can be struck between transparency and confidentiality.

In this context, Ripple and GTreasury’s Ripple Treasury is also viewed as a complementary effort, attempting to connect traditional cash management with digital asset systems. The ongoing discussion around XRP is redefining its positioning and boundaries within the financial ecosystem.
