As the global AI arms race heats up, Russia is trying to break through faster using a nationwide mobilization model. On April 10, Russian President Vladimir Putin chaired a heavyweight strategic meeting focused on the development of artificial intelligence (AI) technology, elevating the strategic status of AI to an unprecedented height.

AI development is tied to national survival; optimistic about the potential of “AI agents”

At the start of the meeting, Putin said plainly that artificial intelligence and digital platforms are fundamentally changing the face of the economy, public relations, society, education, healthcare, logistics, and even defense and security. He issued a strong warning:

“Without exaggeration, the sovereignty of the Russian state—and the very survival of the country in the near future—depends on our ability to keep up with the pace of global change.”

He specifically pointed to the rapid progress being made today by large language models and neural networks. Putin noted that in the past, AI systems were used only to test how well they could master knowledge from encyclopedias, but now they have demonstrated impressive cross-disciplinary capabilities for deep analysis. More importantly, “AI agents” driven by language models are on the rise:

“These AI agents are approaching a completely new independent tier. They learn to plan actions, evaluate results, and interact with humans and the real world.”

Putin emphasized that AI agents can convincingly mimic human cognitive and emotional behavior, and that in the near future, people will find it hard to distinguish whether a driver of an automobile is human or a “neural network pilot.”

Mobilize the whole country to build “Russia’s autonomous foundational model”

Facing technology restrictions and competition from the U.S. and Europe, Putin knows the risks of relying on foreign technology. He stressed that language models are the foundation for sovereign development across all domains; Russia must have its own core technologies to ensure national security and defense capabilities, and to stay at the forefront of scientific thinking.

To this end, Putin issued clear strategic instructions:

  • Full-cycle autonomous control: Build a basic AI model with global competitiveness and the highest level of sovereignty. Its “full-cycle” development and training must be carried out by Russian domestic companies to ensure that engineers can master all parameters.
  • Integration across government, industry, academia, and defense: Require that government bodies, private technology companies, and state-owned enterprises participate without exception in this major undertaking, and particularly indicate that the potential of defense and security programs should be tapped to drive AI development.
  • Export to allied countries: Set up a comprehensive promotion system to push Russia’s AI systems and services to international markets, especially cooperation partners such as the Commonwealth of Independent States (CIS), the Shanghai Cooperation Organisation (SCO), and BRICS.

2030 rollout goal; last year businesses splurged 257 billion rubles

On the implementation timeline, Putin set a clear goal for 2030: by then, AI technologies and related products must be widely applied across all areas, including manufacturing, logistics, energy, management, and education (covering everything from primary school to the employment market). He also required the government to adjust regulations so that they become incentives for accelerating advanced technology development, rather than obstacles.

During the meeting, Russian Deputy Prime Minister and chief of the government office Dmitry Grigorenko also added striking market data. He said that in 2025, Russian companies invested as much as 257 billion rubles in the adoption and application of AI technologies. As AI shifts from “discussing the outlook” to “actively applying it,” the Russian government is currently actively drafting the Artificial Intelligence Law Bill, aiming to set rule frameworks for market participants and mitigate risks arising from the use of AI in sensitive domains.
