Handan No. 1 Middle School Party Committee Secretary suspected of sexually assaulting a 15-year-old girl

Ask AI · What is the progress in the investigation into the alleged sexual assault case involving the Party Secretary of a Handan middle school?

Li Ting (a pseudonym) never expected that, through an invitation from the school Party Secretary Qiao Moujun, she would come to the school to practice table tennis—an experience that became her nightmare.

The 15-year-old Li Ting is a first-year high school student at a middle school in Handan City, Hebei Province. According to Li Ting’s mother, Wang Fang (a pseudonym), before the high school entrance exam, Qiao Moujun often posted some introductions about the school on his personal online platform account. After Li Ting saw these introductions before the exam, she was attracted, and she and Qiao Moujun developed a mutual connection. She then applied for that school in the exam and was admitted by the school.

An insider, Han Fei (a pseudonym), told China News Weekly that Qiao Moujun is good at playing table tennis. He once ranked fourth in the boys’ singles in the middle school group of the Hebei Province “Principal’s Cup” table tennis competition. He often plays with students as well. Wang Fang said that previously, Qiao Moujun had provided on-campus coaching to Li Ting for playing table tennis.

During this year’s Spring Festival holiday, Qiao Moujun contacted Li Ting through the aforementioned online platform account and asked her to go to the school to practice table tennis. Wang Fang said that on February 21 (the fifth day of the Lunar New Year), Li Ting was called to the school by Qiao Moujun, who then carried out sexual assault on her in his office.

Li Ting did not mention the above incident to her parents, but Wang Fang clearly felt something was wrong. She said that Li Ting, who had originally been lively, became depressed, and even had trouble sleeping at night. Sometimes, at around 3:00 or 4:00 a.m., she would cry. As a result, her parents had no choice but to let Li Ting take a leave of school.

One day in March this year, on Li Ting’s phone, Wang Fang saw records of Li Ting buying contraceptive pills online. Li Ting had not become pregnant—she bought the pills because she was worried. After Wang Fang asked, she learned what had happened to her daughter.

Wang Fang said that she went to the school to look for Qiao Moujun, but the latter did not apologize for the matter. “He started by saying he was willing to offer 100,000 yuan and settle privately with me. Later he said 200,000 yuan. But I don’t want to trade with him at the cost of the child’s body.” Wang Fang’s demands are that the child be examined and treated properly, no longer be depressed, transfer to another school as soon as possible, and pursue Qiao Moujun’s criminal and civil responsibilities.

Wang Fang said that on March 18, she reported the case to the police. On March 22, Qiao Moujun was criminally detained by a public security authority of a certain district in Handan City. Han Fei told China News Weekly that on March 30, Qiao Moujun was arrested by a certain district People’s Procuratorate in Handan City.

China News Weekly contacted a captain of the Criminal Investigation Police Brigade of a certain public security branch in Handan City who was in charge of investigating the case. He refused the interview on the grounds that he was unable to verify the reporter’s identity.

On April 1, a staff member from the First Case-Handling Team of a certain district People’s Procuratorate in Handan City told China News Weekly that Qiao’s case belonged to the procuratorate’s case-handling team for minors. The staff member from the other side then said: “It is not convenient to disclose relevant information of this case to people who are not involved.”

A staff member from the middle school involved said that, regarding this case, the school does not accept telephone interviews. The Handan Municipal Education Bureau said that this matter will be replied to uniformly by the Handan Municipal Publicity Department. As of the time of publication, the reporter had not received a reply from the Handan Municipal Publicity Department.
