Shanxi's "Two New" Policy Takes Effect! Adds Old Communities with Elevator Installation and New Energy Vehicle Trade-Ins to Expanded Coverage Priority in People's Livelihood and Safety Sectors

To continuously promote large-scale equipment upgrades and the replacement of old consumer goods in our province, effectively releasing domestic demand potential and expanding effective investment, on March 18th, Shanxi Evening News · Shanhe+ reporters learned from the Provincial Development and Reform Commission and the Provincial Department of Finance that our province has issued the “Shanxi Province 2026 Large-Scale Equipment Upgrade and Consumer Goods Replacement Policy Action Plan.” The plan includes expanding the installation of elevators in old residential communities, replacing with new energy vehicles, and other livelihood safety fields. Through the dual drive of “equipment renewal and consumption upgrade,” we will fully unleash domestic demand potential, strengthen safety foundations, and support the happiness of our people.

Promoting Expansion of Elevator Installations in Old Residential Communities

Our province will continue to comprehensively promote large-scale equipment upgrades, including increasing support for existing equipment renewal, aligning with national policy guidance, and focusing on areas supported by the national expansion in 2026 such as installing elevators in old residential communities, elderly care facilities, fire rescue equipment, inspection and testing, and offline commercial facilities. We will accelerate industry research and demand surveys, connect with national policies, and plan a batch of mature projects to better meet livelihood and safety needs. Key efforts include installing elevators in existing residential buildings, improving aging-friendly renovations, and facilitating residents’ mobility. Upgrades will also be made to nursing beds, rehabilitation equipment, safety monitoring, and smart management in elderly care institutions. Support will be provided for fire rescue departments to update special vehicles, personal protective gear, and smart rescue equipment.

Deepening the renewal of operational trucks, urban buses, and agricultural machinery. Continue encouraging the replacement of old diesel trucks (National IV and below emissions standards) with low-emission trucks, prioritizing electric trucks. Promote large-scale application of new energy heavy trucks and increase the proportion of clean transportation for bulk goods in key industries. Push for electrification of urban buses, encourage green and smart buses, and support the safe and orderly replacement of aging power batteries. Focus on increasing crop yields with machine planting and reducing harvest losses, supporting the replacement of advanced, energy-efficient, environmentally friendly, safe, and reliable agricultural machinery based on agricultural production needs and mechanization levels.

It is reported that our province supports the replacement of old National IV and below diesel trucks with new energy vehicles (including pure electric, plug-in hybrid, and hydrogen fuel trucks) and low-emission trucks meeting the China VI standard (including diesel, methanol, and gas trucks). Priority is given to replacing with electric trucks. For scrapped and replaced trucks that meet the conditions, an average subsidy of 80,000 yuan per vehicle will be provided; for only updating and purchasing qualified trucks without scrapping, an average subsidy of 35,000 yuan per vehicle; and for early scrapping of old diesel trucks used for operation, an average subsidy of 30,000 yuan per vehicle.

Up to 15,000 Yuan Subsidy for Replacing with New Energy Vehicles

Implementing targeted actions to boost consumption, promoting upgrades in bulk consumption. Support vehicle scrapping and replacement, vehicle trade-ins, and the replacement of six categories of home appliances (refrigerators, washing machines, TVs, air conditioners, computers, water heaters), as well as four categories of digital and smart products (smartphones, tablets, smart watches/bracelets, smart glasses). Subsidy standards follow national unified requirements. Within the framework of the national consumer goods replacement policy, combined with our province’s specifics, additional categories of subsidies will be supported, especially for products with high energy, water efficiency, and environmental standards. Focus will be on supporting the new generation of smart terminals as outlined in the State Council’s “Artificial Intelligence+” initiative, with subsidy standards and implementation methods to be separately formulated. Promote the entire consumer goods industry chain, increase product variety, improve quality, and create brands, building characteristic consumer goods parks.

According to Shanxi Evening News · Shanhe+ reporter, for individual consumers who transfer and register their passenger cars in their own name through sales, and purchase new energy passenger vehicles listed in the Ministry of Industry and Information Technology’s “Catalog of New Energy Vehicle Models Exempt from Vehicle Purchase Tax” or fuel vehicles with a displacement of 2.0 liters or below, a one-time subsidy will be provided. For replacing with eligible new energy passenger vehicles, a subsidy of 8% of the new car’s sales price will be granted, with a maximum of 15,000 yuan; for replacing with eligible fuel vehicles, a subsidy of 6% of the sales price, up to 13,000 yuan. The owner of the old vehicle and the new vehicle must be the same person. The transferred old vehicle must be registered in the applicant’s name before January 8, 2025.

For individual consumers purchasing the following six categories of new home appliances that meet national Level 1 energy or water efficiency standards—refrigerators (including freezers, ice makers), washing machines (including washer-dryer combos), TVs, air conditioners (including central air conditioning and air source heat pumps), water heaters, and computers (including desktops and laptops, excluding self-assembled compatible machines)—a subsidy will be provided. Each consumer can receive only one subsidy per category during the policy period (combining online and offline channels). The subsidy is 15% of the final sale price after all discounts, with each item capped at 1,500 yuan. Consumers who have already received subsidies for these products in 2025 can continue to enjoy subsidies when purchasing the same products in 2026.

For individual consumers purchasing digital and smart products with a single item price (including tax) not exceeding 6,000 yuan—such as smartphones, tablets (including educational tablets), smart watches/bracelets, and AR/VR headsets—a subsidy will be provided. Each consumer can receive only one subsidy per product category during the policy period. The subsidy is 15% of the final sale price after discounts, with each item capped at 500 yuan. Consumers who received subsidies in 2025 can continue to enjoy subsidies for the same products in 2026.

Improving the Recycling and Reuse System

Our province will enhance waste recycling capabilities, supporting the construction of recycling systems for automobiles, electronics, home appliances, and furniture. Promote models such as “Internet+Recycling,” community smart recycling cabinets, and “using vehicles as warehouses.” Streamline channels for selling old equipment and consumer goods, and advance the construction of recycling points, transfer stations, and sorting centers for recycled resources. Leverage the advantages of grassroots service outlets of supply and marketing cooperatives to improve the coverage of recycling networks. Support capable manufacturing and sales enterprises to develop reverse logistics for waste products. Promote the recycling of waste power batteries, retired wind and solar equipment, data centers, and communication base stations. Strengthen technological research on key equipment for resource recycling. Increase the promotion and application of recycled materials, promote government procurement of recycled resource products, and guide manufacturers to raise the proportion of recycled materials used. Strictly investigate illegal recycling and dismantling activities according to laws and regulations. Implement “reverse invoicing” for resource recycling companies selling scrapped products to individuals, and regulate tax supervision of resource recycling enterprises.

Meanwhile, our province will continue to standardize second-hand goods circulation and remanufacturing, encourage “Internet+Second-hand” models, support recycling companies to use relevant information platforms and mobile apps for “online reservations and offline recycling,” and promote the development of centralized, regulated offline second-hand markets. Strengthen information security regulation for second-hand computers, communication devices, and consumer electronics. Accelerate the cultivation of remanufacturing industries, explore the remanufacturing of waste electromechanical equipment and auto parts, and promote innovation and application of key technologies in remanufacturing.
