"Interim Measures for the Management of Child Assistance and Protection Institutions" Announced, Effective April 1st

The Ministry of Civil Affairs has announced the newly formulated “Interim Measures for the Management of Juvenile Rescue and Protection Agencies,” which will come into effect on April 1, 2026. The measures specify that juvenile rescue and protection agencies should accept and care for minors who are temporarily under the legal guardianship of civil affairs departments. The regulations require these agencies to provide health checks, family search services, daily care, basic medical care, educational services, safety protection, and mental health services for the minors they accept and care for. Additionally, juvenile rescue and protection agencies should legally offer crisis intervention and guardianship assessment services for minors outside the institution in distress, and establish sound management systems for safety, food, emergency response, finance, records, and information.
