On the evening of March 18, Tibet Tianlu Co., Ltd. announced that its controlling subsidiary, Tibet Changdu Gaozheng Building Materials Co., Ltd. (hereinafter referred to as “Changdu Gaozheng”), and Sichuan Chuanmei Sixth Engineering Construction Co., Ltd. (hereinafter referred to as “Chuanmei Sixth Construction”) and Zhejiang Huazuan Construction Co., Ltd. (hereinafter referred to as “Huazuan Company”) are involved in an ecological destruction liability dispute case that has entered the retrial review stage at the Supreme People’s Court, with the involved amount reaching 125.7586 million yuan and related costs.

The announcement shows that the dispute stems from ecological destruction liability disagreements among Changdu Gaozheng, Chuanmei Sixth Construction, Huazuan Company, and a third party, Yuanyuan Mining Development Co., Ltd. Changdu Gaozheng filed a lawsuit with the Intermediate People’s Court of Changdu City, Tibet Autonomous Region, on September 24, 2024, claiming compensation of 125.7586 million yuan (excluding litigation fees). The Intermediate People’s Court of Changdu City issued a first-instance judgment on April 23, 2025, dismissing Changdu Gaozheng’s claims. Dissatisfied with the first-instance judgment, Changdu Gaozheng appealed, and the Tibet Autonomous Region Higher People’s Court issued a final judgment on August 19, 2025, upholding the original ruling and ordering Changdu Gaozheng to bear the second-instance case acceptance fee of 670,600 yuan.

Due to dissatisfaction with the second-instance judgment, Changdu Gaozheng applied for a retrial at the Supreme People’s Court, which has now accepted the case for review. Its request for retrial includes a ruling to reopen the case, revoke the first and second-instance judgments, and support all of its original claims, while also demanding Chuanmei Sixth Construction and Huazuan Company bear all litigation costs of the case.

As of the date of this announcement, the case is in the retrial stage at the Supreme People’s Court, and the final judgment remains uncertain. Tibet Tianlu stated that the impact of this litigation on the company’s profits is still undetermined. The company will continue to monitor the case progress and fulfill its information disclosure obligations in a timely manner.
