They use hard work as their brush, sweat as their ink, and demonstrate the spirit of progress of the new era of thermal power personnel through perseverance and responsibility. To showcase their exemplary conduct and inspire others, the “Exemplary Leadership, Striving for Achievement” column is launched, aiming to further motivate all cadres and employees to draw strength from progress, ignite enthusiasm for practical work, and work together with determination and innovation. 2025 is a year of both challenges and opportunities for Zhu Liquiang, a year for breakthroughs and growth. This year, he was dispatched from the group’s Safety Technology Department to the frontline of the first Central China project at Hangzhou Thermal Power, beginning a new chapter in his career. Facing a role transition, Zhu Liquiang quickly adapted, taking solid and pragmatic actions to shoulder the responsibilities of safety specialist for the project, ensuring steady progress of construction with a strong safety barrier.

Fulfilling Responsibilities, Strengthening Safety from the Source

Zhu Liquiang always adheres to the principle of “safety first, prevention foremost, comprehensive management” throughout his work. He emphasizes system-first approach and source control, striving to solidify the foundation for compliant project operation. Confronted with numerous safety access procedures, he proactively takes the lead, aligning with the “Construction Safety Inspection Standards” and the specific requirements for cogeneration projects. He systematically compiles, reviews, and improves project safety management system documents, comprehensive and specialized emergency plans, on-site safety assessment reports, and more, ensuring safety management is well-regulated and compliant. With strong awareness of compliance management and coordination skills, he actively coordinates resources to efficiently handle key procedures such as construction permits, facilitating the smooth start of the project.

Strict Management, On-site Control to Maintain Safety Bottom Line

Understanding that the construction site is the core of safety management, Zhu Liquiang insists on strict oversight and being rooted on the front line to safeguard safety. He conducts daily on-site inspections, leads joint inspections involving construction, supervision, and safety teams, and has identified a total of 330 safety hazards. Following the principle of “discover, rectify, close the loop,” he tracks rectification progress throughout, strictly verifies the effectiveness of corrective actions, achieving a 100% hazard rectification rate. Through regular inspections and closed-loop rectifications, he pressures construction units to fulfill their safety responsibilities, effectively preventing various safety accidents and ensuring safety management is implemented in practice.

Technical Empowerment, Building a Safety Barrier through Control

As the project safety specialist, Zhu Liquiang upholds the principle of “plan first, strict review,” leveraging his solid professional expertise to control safety risks at critical points. He is fully responsible for reviewing the project’s construction safety plans, approving a total of 56 plans. For key works such as high scaffolding and large-scale lifting, he organizes multiple expert demonstrations, tracks the implementation of recommendations and plan execution, and provides technical support to strengthen safety defenses from a technical perspective, ensuring safe construction through professional control.

From Anji Tianzihu to the group’s Safety Technology Department and then to the frontline of projects, Zhu Liquiang has always carried a reverence and passion for the thermal power industry. In the future, he will continue to be guided by the “Four Thousand Spirit,” face the hardships of frontline work without fear, shoulder project safety responsibilities with a high sense of mission, and contribute to the high-quality development of Hangzhou Thermal Power.
