Visa and UPU Join Forces to Drive Digital Financial Services for the Underserved
In a strategic move aimed at increasing financial inclusion across the globe, Visa and the Universal Postal Union (UPU) have announced a collaboration that will leverage their combined networks to enhance digital financial services. The partnership, unveiled on May 13, 2025, brings together Visa’s global payments infrastructure with UPU’s extensive postal network to help bridge the digital divide and provide more accessible financial solutions, particularly for underserved populations.
This partnership focuses on three core areas: digital financial services, improving cross-border payment capabilities, and cybersecurity. The aim is to help governments, businesses, and consumers digitize their financial services, with a focus on regions such as Africa, Latin America, Asia-Pacific, Europe, and the Arab world.
Three Programs to Tackle Global Financial Challenges
Empowering MSMEs and Supporting Government Payments
Beyond improving digital payment systems, Visa and UPU’s partnership will also focus on boosting economic inclusion for micro, small, and medium enterprises (MSMEs), especially those owned by women. By providing MSMEs with access to digital tools, such as mobile-based loan disbursements and e-marketplaces, the collaboration will help drive local economic growth.
Additionally, the partnership will assist governments in using the postal network to distribute benefits, taxes, and other payments, ensuring that citizens in even the most remote areas can access critical services.
A Step Toward Financial Inclusion for 1.5 Billion People
The new partnership between Visa and UPU builds on previous successful initiatives, such as the UPU Financial Inclusion Technical Assistance Facility (FITAF), which aims to help postal operators in developing regions provide financial services. This collaboration is expected to expand the reach of financial services to approximately 1.5 billion people worldwide, many of whom have limited access to traditional banking systems.
Rajiv Garodia, Head of Visa Government Solutions, highlighted the potential impact of the collaboration, stressing that Visa’s technology would empower governments to reach underserved populations more effectively. He said, “Our global network and innovative technology will enable us to help governments drive financial inclusion and deliver vital services to those who need them most.”
On the UPU side, Siva Somasundram, Director of Policy, Regulation, and Markets, emphasized that this public-private partnership is key to providing scalable and sustainable financial solutions. According to Somasundram, the UPU’s goal is to ensure that even the most remote communities have access to reliable financial services, from digital payments to savings and insurance.
