Supreme Leader Ali Khamenei of Iran is taking crucial steps to ensure the continuity of state power amid potential security threats. He has ordered Ali Larijani, a key figure in national security, to develop a comprehensive plan to maintain regime stability in case of military conflicts or threats to top leadership.

Four-Level Succession System

According to confirmed reports by The New York Times and six high-ranking officials from the Iranian military and government, Khamenei has issued specific instructions. For each significant military and government position personally appointed by him, a multi-tiered continuity plan has been developed. This system aims to eliminate risks caused by communication failures or direct threats to the leader’s life.

Decentralization of Decision-Making Power

A key element of this strategy is delegating decision-making authority to a small trusted group. This measure ensures that even in the event of a sudden change at the highest levels of power, the state apparatus remains functional and capable of continuing governance. The continuity of government is thus embedded in the institutional system, not solely dependent on one individual.
