Golden Finance reported that the Hong Kong Monetary Authority and the Treasury Bureau proposed legislation for the regulation of stablecoin issuers in Hong Kong, stating that stablecoin issuers should have sufficient financial resources to properly address the market risks, operational risks, technical risks, and other risks generated in their business operations. However, considering the market response, the minimum paid-up capital requirement will be changed to 25 million Hong Kong dollars or one percent of the stablecoin circulation, whichever is higher. The Commissioner of Financial Management reserves the flexibility and authority to impose additional capital requirements when necessary.
