Among them are H.R. 4763, which aims to create a regulatory framework for digital assets, and H.R. 1747, which exempts blockchain developers from acquiring licenses if they don't deal in cryptocurrencies. The focus of the markup is H.R. 4766, introduced by McHenry, seeking regulatory clarity for stablecoins intended for payments. U.S. Representative French Hill emphasized that establishing a regulatory framework will protect investors and prevent financial fraud.
